Charles Tanner was born in Pictou the on 7 October 1857 to Richard Tanner and Janet Brown Tanner. He married Alicia May McDonald 15 September 1886. He was a Senator for Pictou and a Member of the Nova Scotia House of Assembly for Pictou.
